Introduction:
System of
delivering services to the rural people and resource management process
existing at village level is directly related with development of people and
the country. Better the system and process higher the development rate.
Appropriate
process to ensure people’s participation in service delivery and resource
management system has been evolved by different institutions and universities.
These have also been proved successful on papers in various conferences and
workshops.
In spite of
many process evolved and proved successful by subject experts, still it is not
difficult to come across the situation in Uttar Pradesh where there is no or
little participation of people in planning, implementation, monitoring and
evaluation of various interventions, schemes and mission of the Government.
The process
adopted for selection of beneficiaries and distribution of benefits is not
appropriate and transparent.
Unfortunately, in most of the villages of Uttar Pradesh it is not
difficult to find that some of the real poor do not have BPL card. On the other
hand some of the people who are economically efficient have card of BPL to
avail the benefits of the poor. This is one of the main reasons behind no or
little participation of people. Corruption is playing leading role. In the
village it has become a common question of people that what will be their
benefit if they participate in any meeting and activity.
At this point
of time the Government of India have introduced National Rural Livelihood
Mission (NRLM) to let the community initiate action from identification of
Poorest of Poor (PoP) through participatory process at village level. The women
of PoP families may be organized into Self Help Group (SHG) and strengthened by
promoting their federation at various levels. The NRLM is supportive for
livelihood promotion, meeting social responsibilities and let them come out of
web of money lender. Under NRLM Micro Investment Plan (MIP) of each PoP family
and Micro Credit Plan for their SHG is to be developed for empowering the PoPs
to fight collectively with poverty.
The Mahatma
Gandhi National Rural Employment Act (MGNREGA) provides opportunity to work in
the village and earn wages while developing local resources, even their own
resources. To achieve great and grand success Social Audit has also been made
mandatory in MGNREGA to let the voice of poor be heart in Gram Sabha. Moreover,
transparency in working, documentation and financial transaction is also being
managed through website.
A thirty days
certificate course on Social accountability and Social Audit, developed by the
Tata Institute of Social Science (TISS) Mumbai and the Ministry of Rural
Development Government of India for Social Auditors, was organized by the State
Institute of Rural Development (SIRD) Uttar Pradesh in partnership with the
Social Audit Unit (SAU) since 30th Dec 2016 till 29th Jan 2017 at the Regional
Institute of Rural Development (RIRD) Bkt Lucknow. During the course a
Practicum was organized for seven days in three villages of BkT Lucknow to
demonstrate appropriate process and steps for conducting social audit at
village level. The Practicum was a turning point for many people and institutions
to join hands and take action for establishing live model on process of Bottom
to Top approach adopted under the MGNREGA and NRLM to accelerate pace of
development in rural Uttar Pradesh.
Meetings on
the issue were organized by the NGO partners with the local people of three
villages where practicum of Social Audit was organized. It was decided that
instead of debating on process it will be better to establish live model in a
village itself. NGI K. C. Tripathi.India was made responsible to develop a
project for collective action and select a village for establishing first live
model in Uttar Pradesh.
Project KRANTI
has been developed and Gram Panchayat Beekamou of Block Asoha in Unnao has
been adopted by a team of NGOs and trained Social Auditors for establishing
first live model on process and develop a team to replicate their success at
block level.
The team
introduced project KRANTI on 15th August 2017 while celebrating Independence
Day with the people of Beekamou. Till the date they villagers have elected 14
youth from their village to work in KRANTI.
A team is
consisting of the trained social auditor, representatives elected from each
ward of Beekamou and a representative deputed by the International Society for
Spiritual Sciences (ISSS), Uday Welfare Foundation (UWF), Center for
Development Action (CDA) and the Spiritual Awakening for Various Entitlements
Restoring Action (SAVERA). The team of trained social auditors and local people
with NGOs is ready to work voluntarily for 18 months in Beekamou. The NGI K. C.
Tripathi.India has accepted responsibility to guide the team.
Aim:
Demonstrate live model on process of establishing
People’s Governance
“Gram Swaraj” at village level and develop a force of
people to replicate their success.
Objectives:
- 1. Aware the people on the process of utilizing Divine Energy in development.
- 2. Establish village level institution/s for participatory planning, implementation, monitoring and social audit of projects/schemes/mission of the Government of U. P. and the Govt. of India.
- 3. Identify voluntary unemployed rural youth and build their capacity to work as a Change Agent (CA) for accelerating socio economic development of people in Asoha block of Unnao.
- 4. Develop Gram Panchayat Beekamou to demonstrate participatory development process of rural development at village level.
- 5. Empower all six committees of Gram Panchayat for proper execution of their role in management of local resources and services at village level.
- 6. Identify Poorest of Poor (PoP) and organise them as Self Help Group and village level federation under Deen Dayal Antodaya - National Rural Livelihood Mission (DAY-NRLM).
- 7. Identify people who wish to work under MGNREGA, and empower them to participate actively in Gram Sabha for planning appropriate projects that may provide them opportunity to earn wages for100 days in a year.
- 8. Motivate people above 18 years to identify one and only one local specific issue what he/she wishes to be addressed on top priority for development of their village.
- 9. Classify community on the basis of the issue identified by them.
- 10. Develop a working group on each local specific issue identified by the local community.
- 11. Organise interface between the working group and the Government officials working on the particular issue/s.
- 12. Develop an action plan to address the local specific issues in collaborative manner and participatory spirit.
- 13. Empower members of Gram Sabha for planning, implementing and conducting social audit of development and welfare interventions.
- 14. Electronic documentation on state of village and initiatives with achievements of the KRANTI every month.
- 15. Electronic documentation of constraining and facilitating factors experienced at village level and reporting facts to the Government.
- 16. Develop an e-information bank to keep electronic records on the state of local specific issues and attempts made to develop.
- 17. Develop a website and update it monthly.
- 18. Create employment opportunity for local people while establishing partnership with unemployed urban youth.
- 19. Organise five days workshop in Beekamou to let the subject experts and planners evaluate process adopted in KRANTI and formulate an appropriate plan to replicate success.
- 20. Explore partners for financial assistance to implement second phase of KRANTI.
This will initiate people’s movement for translating
the pending dream of Mahatma Gandhi “Gram Swaraj” into reality.
Project Justification:
The
constitution of India, for development of rural community through Panchayat
Raj, adopted to endorse a Bottom to Top approach for rural development.
Unfortunately the Panchayat Raj is not Panchayati Raj at village level but
governed by Gram Pradhan and some of his/her team members. The six committees
of Gram Panchayat are not functional to execute their power, therefore, it is
essential to make the local people aware of their duties and empower them for
making the committees functional. Our work in this project is to demonstrate
process of development not on paper but in Beekamou.
A
collective attempt of community as their institutions to work in partnership
with the Government on the issue/s what they want will not only translate the
dream community into reality but also help the government in meeting their
target of rural development. Instead of proving process of village governance
successful through various parameters the KRANTI is to honor call of time by
attempting for establishing a live model in village Beekamou. The time is
calling to join hands and take action for contributing in development of rural
Uttar Pradesh by establishing first live model in Unnao.
The
Government of India have introduced Mahatma Gandhi National Rural Employment
Guarantee Act (MGNREGA) to provide opportunity for earning 100 days wages and
create assets at village for rapid growth of rural India, moreover, conduct
Social Audit of activities by the Gram Sabha at village level. The Government
is also implementing NRLM and GPDP to make Gram Sabha and Gram Panchayat more
effective for actualising bottom to top approach a success not on paper but at
village level.
In
Beekamou the communities have successfully elected one person from each ward to
establish their institution for implementation of KRANTI. The institution has
been named Gram Swaraj Foundation (GWF). A group of NGO and team of social
auditor Unnao have taken action will you
not come forward for making KRANTI a great success?

Project:
KRANTI is a participatory action project
attempting for empowering rural community to plan, implement and conduct social
audit of development/welfare activities at village level. Under KRANTI attempt
will be made for great and grand success of MGNREGA, NRLM, GPDP and Antodaya Campaign
not on paper but at village level. Gram Panchayat Beekamou of Asoha block,
Unnao has been adopted by a team of NGOs, Social Auditors and some individuals
committed for rural development. In the village a live model on process of
participatory management of local resources and services will be established. A
team of local people will also be developed for establishing live model on
process of development in their village and replicating their success at block
level. A brief of project components is being mentioned below:
Introduction
of project to the community:
The NGOs and individuals who have join hands to
work collectively will hold meetings with community in Beekamou to let them
understand spirit of the project KRANTI. The community will be made aware of role
of spiritual science in development and the process of utilizing Divine Energy
to accelerate their development. In the
meetings community will also be motivated to become an active partner with the
Government of U. P. and the Govt. of India for developing their village through
MGNREGA, NRLM, GPDP etc. The Social Auditors (SA) will support the team in
organizing meetings and the interventions planned in meeting to develop
Beekamou as a love model on process.
The people of Beekamou will be motivated to come
forward for contributing their time and money to make KRANTI a great success.
They will also be motivated to select local people who have ability to learn
development process and may contribute their time for developing their village
as a live model. The local people with team of KRANTI will establish an
institution to start KRANTI from Beekamou with the aim to develop a team to
cover entire villages of Asoha block in Unnao.
Selection
of people to establish village level institution:
In village Beekamou Spiritual Science Education
Center will be established to educate people on process of mediation and
provide them environment for practicing. The community will identify people who
are inclined for development and may work voluntarily in KRANTI for 18 months
in their village. At ward level meeting/s will be organized to elect the most
suitable person who may be developed as a Change Agent (CA) to work in KRANTI.
Thus a person from each ward of Beemaou will be elected to work intensively
with the team of KRANTI. Beekamou have 11 wards, therefore, minimum 11 people
will be elected by the community to be a part of their village level
institution.
Establishment
of village level institution:
The Lead Course Coordinators (LCC) and Master
Trainers (MT) of Uttar Pradesh deputed by the Tata Institute of Social Sciences
(TISS) and MoRD Government of India, the Social Auditors (SAs) trained in
social audit and accountability, committed NGOs and the people elected by the
community from each ward of Beekamou will hold meetings to frame rules and
byelaws of their institution. The institution will be named Gram Swaraj
Foundation (GSF). As per the decision of partners in KRANTI the GSF will be
registered as a trust in Lucknow.
Initiation
of village level interventions:
The people selected as CAs will organize a foot
march (Pad Yatra) to let the community understand that they have to participate
actively in KRANTI. They will be told that to start interventions they have to
identify one and only one local specific issue what he/she find most important
to be addressed on top priority. The CAs shall also hold meeting with community
individually and also in small group. In the meeting it will be made clear that
they need to consider deeply for selecting only one local specific issue, which
is the most important for development of their village.
Selection
of local specific issues:
The CAs, in their ward, shall hold one to one
meeting with all the local people above 18 years to identify local specific
issues. The CAs shall note each issue identified by the individuals to be
addressed on top priority. Thus all the local specific issues of Beekamou will
be identified in a very participatory manner by the local people.
Establishment
of working group on each local issue:
Entire community of village Beekamou will be
classified as per the issue identified by them individually. A group of local
people, who identified the issue, will be formed on each issue. The CA will
hold meeting with each group to identify the resources available with them and
external required for addressing the issue. Team KRANTI will identify the
department who are working on the issue/s what has been identified by the
community.
Participatory
planning to address local issues:
Interface will be organized between the working
group and the officials of the Government department. In the interface such
intervention will be planed which may translate the dream of community into
reality and let the government achieve their target. Attempt will be made to
implement the plan in a participatory manner and collaborative spirit. The
interface will be recorded electronically and documented in website of Beekamou
to let the Government find state of their project at village level.
100
days employment to the rural poor:
The CAs will identify the people of their ward who
need opportunity to earn wages for irradiating extreme poverty. With the help
of SAs meetings will be organized at ward level to discuss appropriate projects
under MGNREGA that may create opportunity and develop local resources.
It will be ensured that every person willing to
work under MGNREGA have job card. The projects formulated at ward level will be
discussed in an open meeting of Gram Sabha. In the meeting priority of work and
suitable time to implement will be discussed. The minutes of meeting will be
documented in Gram Sabha register. With the help of technical experts projects
will be designed and detailed project report (DPR) will be developed. These
will be forwarded by Gram Pradhan to the block office to proceed further for
financial sanction. Thus an annual action plan will be developed to provide 100
days employment to every jobseekers in Beekamou.
The CAs will help job seekers to let their demand
for work be documented and receipt issued. Attempt will be made to provide 100
days employment in their village. If the work could not be provided the
jobseekers will be facilitated to get compensation.
Empowerment of poorest of poor:
The CAs will hold meetings at ward level to
identify the families who do not have enough resources for meeting minimum
basic need of food, shelter and cloth. In the meetings social and resource map
of each ward will be drawn by the community. The minutes of meeting will be
recorded in a register. The register with resource map/s will be presented in
an open meeting of Gram Sabha. The Gram Sabha will certify a list of the
poorest of poor in the Beekamou. The minutes of meeting will be documented in
Gram Sabha register. The PoPs will be certified by Gram Pradhan and forwarded
to block office for further action under the NRLM.
Attempt will be made to motivate and facilitate
women members of the PoP families for organising themselves into SHG. The SHGs
will be supported to establish a village level federation. The member of SHG
will be supported to formulate and implement micro investment plan of her
family. They shall also be motivated to participate in Gram Sabha and support
Gram Panchayat Committees.
The SAs shall ensure that the SHGs are following
the norms of NRLM to get all the support being provided by the government for
the PoPs to fight with poverty with the aim to win.
Document state of village:
The SAs shall conduct a survey in their ward to
collect primary information about the people and their resources. Common
resources and their state will be documented. The information will be collected
by the CAs through questionnaire. It will be analyzed by subject experts and
presented in tabulated form.
The state of village and people reactions on local
issues will also be documented electronically and presented through website of
Beekamou. The state of village will be updated every quarterly. The parameters
to monitor change will be the same as adopted under the Antodaya Campaign.
Empowerment of Gram Sabha and
Gram Panchayat Committees:
The members of Gram Panchayat will be trained and
motivated by subject expert to let them understand their role and
responsibilities in managing resources and services. The CAs will also be
trained to support members of all six committees of Gram Panchayat to exercise
their duties with powers. The training
will be regular activity of KRANTI. A meeting of every committee will be
organized every month and an open meeting of Gram Sabha in every six month.
KRANTI will observe 12 meeting of every committee and two meetings of Gram
Sabha every year.
Presentation of village in
website:
A website of Beekamou will be developed with the
help of subject experts. In the website most of the primary information will be
presented with reactions of community on local issues and attempts being made
to address them. Change in the state of village will be recorded every month
along with the reaction of community on activities of KRANTI in Beekamou. Video clips of every month will be developed
as a film on journey of KRANTI every quarterly. The film will be on each issue
identified by community and the action made by the GSF with the help of
Government. A separate film on journey of GPDP, MGNREGA and the NRLM in
Beekamou will also be made every quarterly along with the constraining and
facilitating factors experienced during the interventions.
Capacity building of CAs:
Capacity building trainings will be organized with
the help of subject experts to let the CAs play their role in various
activities of KRANTI. These trainings will be organized regularly in village
Beekamou with practicum.
During the practicum the CAs will collect primary
information and electronically document people’s reactions on working and
achievements. Thus the state of village with reactions of people on journey of
KRANTI will be presented as output of the trainings.
Social audit of development
works
At ward level social audit of all development and
welfare interventions, being made in Beekamou, will be conducted by CAs with
the help of subject experts. During collection of local specific issues the
community will be motivated to participate actively in social audit.
Attempt will be made to conduct the social audit
through the Social Audit Unit Utter Pradesh so that the findings could be
documented officially.
Income generation for
unemployed youth
Partnership between the rural and urban unemployed
youth will be made to establish income generating units (IGU) in Baakamou. The
youth will be motivated to establish IGUs like fertilizer, insecticides and
pesticides production unit, seed production and cattle farming centers in Beekamou.
The NABARD will be approached to support in establishing the IGUs in
Beekamou.
Evaluation of KRANTI
After intensive action of fifteen months in
Beekamou a five days workshop will be orgnaised to let the subject expert
evaluate process and achievements of KRANTI. The subject experts shall also
evaluate the capacity and capability of CAs. Based on achievements the CAs will
be awarded with a certificate. The
awarded youth will develop a team to replicate success of model village in
their block
Future action plan and team to
replicate success
The subject experts shall also interview CAs and
local community to identify constraining and facilitating factors. They shall
formulate appropriate project/s to accelerate development in villages of Asoha
block of Unnao in Uttar Pradesh. The project/s will be submitted to the
Government, Banks and International agencies for arranging funds.
Philanthropical people and institutions are being
requested to support the Gram Swaraj Foundation for implementing KRANTI
.
Work done so far
Interventions to establish Live Model on process
of Gram Swaraj through project KRANTI were initiated on 15th August 2017 by celebrating
Independence Day with community in village Beekamou. The DSAC and BSACs of
Unnao, NGOs and individuals committed to prove their worth participated
actively. On the day the community committed to contribute their time and some
finance for developing Gram Panchayat Beekamou as a live model on process of
translating the pending dream of Gram Swaraj into reality, not on paper but in at
village level.
Meetings were organized with community in small
groups to let them identify a team of volunteers who may work as a Change Agent
(CA). The community identified a group of 15 people from 11 wards of Beekamou
who are capable to be developed as a CAs. On 3rd December 2017 the project KRANTI
was launched by CAs while organising a foot march to let the community find
their role in KRANTI. During the pad yatra people above 18 years of age were
motivated to identify one and only one local specific issue what he/she finds
most important for development of their village. On 12th January 2018 the group
of 42 people, consisting of 3 LCCs, 2 MTs, 11 Social Audit Co—ordinators, 15 CAs, representatives of 8 NGOs and 3
individuals, has been registered as a trust with the aim to let the people
Arise! Awake! and motivate them to Take action with commitment not to Stop till
the goal of Gram Swaraj is reached. The
trust is named Gram Swaraj Foundation (GSF).
Presently the CAs are holding meeting with
community individual in his ward to note one issue in the name of each
individual. The community is developing maps of their village to show the state
of their village at the time of initiating interventions under KRANTI. NGOs are
holding meeting with community to educate them on spiritual science and
motivate them to practice mediation for their holistic development. The people
are being educated to experience divine energy and utilize it for development
of self and the nation.
A team of 15 people elected from all 11 wards have
committed socially to work voluntarily for 15 months in KRANTI. We request you to please come forward and
support the initiated attempt for demonstrating process of development in
village Beekamou.
Expected output:

A model village for demonstration of
process on establishing people’s governance to make MGNREGA, NRLM and GPDP a
great success.

An institution of local youth, social
auditors, LCCs, MTs and NGOs to work with the Government, Banks and
International funding agencies at block level.
·
An appropriate project developed by
subject experts to accelerate pace of development in villages of Asoha block in
Unnao of U. P.
·
A website where all the department and
agencies may monitor working of their plan scheme, projects, mission and
MGNREGA at village level and suggest appropriate action before being late.
This is what
KRANTI can do!
It will provide
India with a working, live model of an accountable development process at
village level. It will be able to consolidate revenues even when there are
several different development initiatives being applied from blck to
international level. It will act as an
instrument to accelerate the pace of development in rural India.
